It depends on how quickly you need enquiries. If you need them this month, start with ads on a small budget while the website and tracking are put right. If you can wait a few months and want lower long-term cost per enquiry, start with SEO. In practice most businesses run a modest ad budget while SEO builds, then reduce the ad spend as organic enquiries grow.

Technical fixes and local listings can show earlier, while ranking for competitive terms takes sustained content and credibility work. Anyone promising first-page rankings in thirty days is either targeting terms nobody searches or is not being straight with you.
